With reference to your telegram of the 20th. February, I have the honour to confirm my telegram of the

27th. February which decoded was as follows:-

"Enclosure 1.

"Your telegram of February 20th. Report in

"question was supplied to the British Chamber of Com-

'-merce (Hongkong General Chamber of Commerce) strictly *confidentially and is being kept by them locked up and

"has been only seen by members of the Committee. It is

"not open to members of the Chamber, Misapprehension

"has obviously arisen from the wording of the letter of

"December 11th, from Correspondent to Commercial Intelli-

*-gence Department of Board of Trade.. Despatch follows

"by mail."

2. I enclose a copy of the letter that wậo addressed to the Secretary of the Hongkong General Chamber of Commerce forwarding Mr. Ains cough's report, and a copy of the Secretary's letter of the 23rd. February and of its enclosure.
